It will also cover state super- vision of municipalities, dealing with the state's function in over- all planning and development of urban areas, and extraterritorial powers, the ownership of munici- pal land, parks and utilities, and extension of services outside the central cities of metropolitan areas. Other topics will be municipal finance, local cooperation, rela- tLions between federal and local areas of government and the im- pact of the school district organi- zation on problems of metropoli- tan government. The area of local cooperation will deal with the various means which have been developed for municipal areas to make contacts to share services or operate pro- jects on a joint basis.
