Y., Aug. 16.-(IP)-Whirlaway made his de- tractors eat their words today. After two mediocre efforts, Warren Wright's Kentucky flier spotted two other rivals 18 pounds and 13 lengths in the 72nd running of the historic Travers stakes, and then high-balled I right past them in the goeey mud ofI Saratoga's stretch to win the nation's oldest horse race in a common gallop. He did it the hard way. Going into today's race, there were all kinds of prophets around the Spa forseeing the end of the remarkable record Whirlaway has piled up since he charged to the had of the three year-' olds in the Kentucky Derby. He had, won the triple crown and, with to- day's success, had boosted his earn- ings to $275,636 for two years of racing. But he lost the Arlington Classic to Attention three weeks ago, and he barely beat War Relic here just ten days back. Attention wasn't on hand today. He was back in the barn with an ailing leg. For a mile and an eighth in this mile and a quarter ;rind, they had the wacky whizz-bang beaten. Fairymant and Lord Kitchener took off with a rush, and at one time, led Whirlaway by 13 lengths. Robert- son just stayed back and let 'em go. At the mile mark Whirly was still nine lengths out of it. Rounding the turn, however, Robbie gave him the word. World At War; Animals Make News Anyhow DETROIT, Aug. 16.-(P)-Except for the animals-strangely misplaced alligators, buffalos, and dogs-this might have been just another week. It was in Traverse City where the animal trouble began. There the lo- cal folk went on a buffalo hunt, but after futile hours of searching they adjcurned and sang a plaintive "Oh, give me a home where the buffalo roam." Their work had been in vain. At the end of two days of hunting for the rare beasts, employees of a rodeo show were discouraged. Two of their husky bison were still missing; had last been seen in second growth timber north of the fairgrounds. Insurance agents in Detroit who set up a picket line of dogs carrying the legend "insurance men lead a dog's life" were routed from the streets. An irate police inspector told his men, "Ask for their circus license. Ask for their carnival license. See if they have a permit for a parade. Get those pooches out of there." CCC Will Get Army Training Boys To Learn Marching, Simple Formations WASHINGTON, Aug. 16.-UP)- Training in "marching and simple formations" according to Army in- fantry drill regulations was ordered today for the 200,000 men of the Civilian Conservation Corps. Disclosing the order, James J. Mc- Entee, director, said the CCC boys would not be given guns, and de- clared, "This is not putting tle Corps in the military establishment." "The purpose of the instruction," he explained, "isi to strengthen and broaden the basic health and physical training programs provided in CCC camps for all enrollees. The Corps training will better fit the boys for service in the Army if they are in- ducted or volunteer, and likewise will better equip them for jobs in defense industries." The whole idea, of the mass drill, he added, "is to spruce these kids up." The training order was issued1 through the War Department on Mc- Entee's recommendation. Courtmartial Ordered For VFW Commander LANSING, Mich., Aug. 16.-UP)- National Commander Joseph G. Menendez of the Veterans of For- eign Wars said tonighthe had or- dered a VFW court-martial for Earl Southeard, Illinois commander, on charges of violating his oath. Menendez said Southard's own post charged his activities as Sec- retary of the Citizens Keep America Out of War Committee constituted a violation of the oath and petitioned for the court-martial. Id Double Service Secretary Of State Kelly Discloses Mechanismi To Conserve Material LANSING, Aug. 16.-(P)-Michi- gan's 1942 automobile license plates will be built to last two years, the Department of State announced to- day, because no steel will be avail- able to manufacture new ones in 1943. The full-year plates will have at their bottoms the numerals "42" to denote the year of license. In 1943 a steel strip an inch and a half wide bearing - the numerals "43" will be issued to be bolted over the space occupied by the numerals of the original plate. Half-year license plates for 1942 will bear their expiration dates at the bottom. In other respects they will be identical to full-year plates. Upon expiration, owners may pur- chase metal strips bearing the "42" numeral to cover the half-year desig- nation. The plates will be green with white numerals and letters, and the strips will match. -Engraved in the strips will be serial numbers as a protec- tion against license thieves. Harry F. Kelly, Secretary of State, said the experience of Connecticut, which has employed a similar plan for the past five years, indicated there will be no material rise in the number of stolen licenses. Ultimately, Kelly said, Michigan may adopt pastic materials for li- cense plates, to conserve metals. He predicted the new system would be economical. He estimated the state would save $225,000 by keeping 1942 plates in service two years. Police officials, Kelly declared, re- sisted suggestions that only one plate be issued for each automobile, WASHINGTON. Aug. 16.-P)-- President's Roosevelt's return to the Capital tomorrow will find a variety of problems great and small awaiting his attention and disposition. First of all, of course, will be the ever acute question of accelerating the delivery of defense supplies to Great Britain, the armed forces of the United States, andalso to Russia. This is an ever-continuing problem made now the more prominent by the President's conference at sea with Winston Churchill and the presence in Washington of Lord Beaverbrook, the British Minister of Supply. For some time, criticisms of the de- fense set-up, as cumbersome, less efficient than need be, and hampered by overlapping duties and powers, have been numerous. And the critics have not been confined to the group which opposes the President's poli- cies. There have been reports, some of them seemingly well-founded, that a shake-up of the defense organization is imminent; one report had it that Mr. Roosevelt had appointed Judge Samuel N.
