French Trying To Avert Three
Crises, Says Professor Vibbert

enough to offset the population of
peasant workers.
"One of the greatest exponents of
constitutional revision is Tardieu, for-
mer Premier," according to Professor
Vibbert. "He would first deprive the
Chamber of Deputies of the right to
initiate bills of expenditures. And sec-
ond, he would grant the right of dis-
solution of the Chamber to the pres-
ident alone without the consent of
the Senate."
Other measures that Tardieu pro-
poses is the lengthening of the terms
of the Deputies so as to get them
away from the pressure of public
opinion, and lastly he advocates the
introduction of the referendum with
women being allowed to vote.
There are many dissenting opinions
as to whether the constitution should
be revised, said Professor Vibbert.
One noted professor of political theory
at the University of Paris believes
that if the constitution were used it
would serve the purpose and that the
real trouble lies in the fact that there
are so many small parties within a
party.
In concluding Professor Vibbert
stated, "I am surprised to find with
what unanimity public opinion is sup-
porting the present National Concen-
tration government and I believe that
this government has at least started
on the right road in giving France a
safe and sane government."

McClusky Winner
In Faculty Tourney
Prof. Howard Y. McClusky of the
sociology department won the faculty
tennis tournament of the regular
session, which has just been com-
pleted, and Prof. Philip Bursley of the
French department won .the faculty
golf tournament..
Prof. McCluskey defeated B. H.
Brown, chemistry assistant, in the
finals, after beating Wm. Baten in
the semi-finals.
In the golf tournament Prof. Burs-
ley defeated Prof. F. D. Curtis, in the
finals after going 19 holes to defeat
Dean Joseph A. Bursley, his brother,
one up, in the semi-final round.
