MILLS (Balkan Correspondent of The Associated Press) BUCHAREST, July 8 - (/P) - Carol II, king of Rumania, wants to give his people a liberal constitutional gov- ernment, and not a dictatorial regime. "If I wished to follow the example of other sovereigns and political lead- ers," said the 41-year-old Rumanian ruler in the first formal interview he Pas granted since his return to the throne five years ago, "I could easily be dictator of Rumania. But the Rumanian people want neither auto- cracy nor tyranny. "Certainly I shall never attempt to force a dictatorship upon them, nor shall' I ever abolish parliament and other free institutions, as has been done in other countries." The interview took place in the subdued atmosphere of the king's private study at the sumptuous royal palace in Bucharest, while traffic roared outside in the throbbing boule- vard called Calea Victoriei, the Broadway of Bucharest. Around the king's room, in walnut bookcases, were thousands of vol- umes in English, French, German, Rumanian and Italian - a legacy from Carol's father, King Ferdinand. The king wore the white uniform of commander-in-chief of the Ruma- nian army. His chest was covered with decorations. He smoked incessantly. Most of the time he was sombre and reflective. But whenever he felt he had scored a point in describing his regime, his face became radiant. He spoke with marked emphasis, di- rectness and self-confidence. "When I returned to Rumania by airplane five years ago, I was over- whelmed by the warmth and ardour of the people's greeting," he said. "I was afraid I should never be able to fulfill their expectations of me as king. But from that moment I de- termined that I would consecrate my whole heart and being to serving my country. "Today I think I can look back up- on my achievements with pride and satisfaction. I have worked night and day, without a single day's vacation or rest, to make Rumania strong, pro- gressive, prosperous, and a real force for good, not only at home but abroad. "Today we are the biggest nation in the Balkans, not only in territory and population, but as regards wealth and natural resources.
