Michigan Civic League Acts To Oust Comstock' DETROIT, July 24.-(A)-Nearly 1,000 letters were in the mail today,' officers of the Michigan Civic league said, carrying invitations to attend a meeting here Wednesday night to discuss the proposed recall of Gov. William A. Comstock. Walter A. Trost, a member of the group which has gone on rec- ord as favoring the recall, said a citizens recall council would be or- ganized. "It is obvious that concerted ac- tion is necessary to obtain 450,000 signatures to the recall petition," Trost said. "This can be done only by discussion and agreement upon the grounds cited for this action." He said H. J. Bowersox of Jackson, who has started a recall movement there, would be invited to attend. Trost said that the criticism of Gov. Comstock "possibly may be nar- rowed down to something resembling nonfeasance.'" Among other grounds upon which Trost said members of the organiza- tion attacked the governor were: His repeal of' the small loan bill, his at- titude on the chain store tax, his conduct of the state police, that he exceeded his authority in proclaim- ing the Michigan bank holiday, and that he failed in leadership toward devising corrective legislation. First of the petition blanks seek- ing the recall of Gov Comstock was received in Detroit Sunday night by George W. Brooks, Wayne county manager of the recall campaign in- stigated by Bowersox. The ship- ment included 20,000 blanks, each with room for 25 signatures. Brooks was to receive 30,000 more blanks today, he said.
