TIE MICHIGAN DAILY W Federal Power To Be Used In Crime Control Roosevelt Decides To Try Elimination Of Rackets And Kidnaping In U. S. (By Associated Press) President Roosevelt, after confer- ring with Prof. Raymond Moley, ex- pert on crime problems, was deter- mined today to use the full force of the federal government to stamp out kidnaping and racketeering. President Roosevelt today request- ed Prof. Moley to make a, special study of kidnaping and racketeering with the understanding that he retain his state department office and return to it in the winter. Mr. Roosevelt said he was asking Moley to undertake the special sur- vey of methods of combatting crime at the request of Attorney General Cummings who communicated with him today by telephone. The chiefs' positions was summed up in a resolution adopted Tuesday. With the united support of the peo- ple the resolution assured President Roosevelt the police could "conquer the insidious enemy within our bor- der." The resolution was presented by the press relations committee of the association of which H. .D. Harper, chief of police of Colorado Sprfngs, Colo., is chairman. He urged a closer co-operation between police and the press, especially in regard to kidnap- ing cases. Earlier the chiefs heard Malcom W. Y., Aug. 2.-(CA)- The Federal Government has a larger cash balance on hand than at any time in its history, it was announced today at the summer White House where President Roosevelt is vaca- tioning. P r e s i d e n t Roosevelt appeared greatly cheered by the news from the Treasury Department in Wash- ington concerning particularly the heavy oversubscription of Federal bonds and certificates. He was informed that the $500,- 000,000 offer of 3 1-4 per cent eight- year bonds had been oversubscribed more than six times. The President was told that the total subscription was in excess of $3,000,000,000. Limit Put on Subscriptions He also was informed that on the August certificates $300,000,000 had been asked for and that $1,500,000,- 000 had been obtained. As a result it was decided that the offering would be closed to all subscribers in amounts above $10,000. In connection with the favorable cash balance in the Treasury, the White House said that the sum was even greater than that on hand in days of the World War, totaling ap- proximately $1,500,000,000. With that huge amount in reserve, it was pointed out, the Government was in a favorable position for 1933, and probably well into next winter. Dancing in the nude at various shows at the Oriental village and other places along the midway at the World's Fair was halted by the various concessionaries T u e s d a y night. Their action followed an edict by Mayor Edward.J. Kelly, who visited the fair the other night and saw a "Lady Godiva" ride a camel and a woman dancing without clothing. He subsequently issued an order that shows which he described as "inde- cent" be eliminated or the places would be closed. The concessionaires were warned they'd have to tone down the per- formances, and as a result crowds that flocked into the fair grounds saw a fan dancer dance in trunks and a brazziere instead of just fans. One show in the "Slums of Cairo" was closed by a policeman after an investigator had watched a pei-form- ance of a female impersonator. The mayor's move was praised by Rufus C. Dawes, president of the fair. "We welcome this help and co- operation on the part of the duly constituted officials whose duty it is to see that the laws are enforced," he said. "There is certainly a limit to these dances and exhibitions and I believe that the limit has been passed .. .We will lend every, effort to co- operate with the mayor in any sug- gestion he might have."
