MANILA, July 17.-(/P)-All mor- ning newspapers, both American and Filipino, said today Gov. Gen. Davis' message to the Philippine legislature Thursday created con- siderable displeasure in the ranks of the two houses. The newspapers said the senate and house particularly did not like Davis' criticism of the pork barrel system of alloting public works ap- propriations, the so-called "sine die" session of the legislature and several of his suggestions concern- ing economic development of the Philippines.- The Tribune, Filipino newspaper published in English, said "the governor general's annual message aroused so much unfavorable com- ment-that the feeling at the legis- lature, which up until late Thurs- day was one of co-operation with the chief executive, was in peril of radical change." Davis, in his message, said: "De- spite the fine record made by the last legislature, one local custom is open to serious criticism, namely the so-called sine dlie session. ur- ing the two years I have been here, 281 blls were passed on two legis- lative days.
