This has been a student com- plaint since bicycle licenses were made mandatory. In discussing the city parking problem, Chief of Police Casper Enkemann said students are not fully utilizing the niglt lots pro- vided by the University and the city. Assistant Dean of Men Karl Streiff explained that the Univer- sity lots behind the Business Ad- ministration and. Administration buildings and the parking struc- ture are available at night for stu- dent parking. John Bingley, Assistant Dean of Men, said that the University Can- not require non-discrimination in student housing.
