is the substance of that
Gauss listed four reasons
absence of alarm boxes:
System Adequate
the first ?lace, the system
use is adequate. The fire
mnent is as close to you as
elephone," reasoned Gauss.
't know anyone in Ann Ar-
zo doesn't have a telephone

It to spot. So the person
ng the fire is forced to re-
>n the street to direct us or

else, in some cases, we waste time
getting assistance. In contrast, a
telephone call always quickly pin-
points the location at a specific
address.
"Another very important point
is the exorbitant cost of installing
alarm boxes; even maintenance
costs are tremendous." Ann Arbor
has never had alarm boxes in its
entire history.
"Finally," Gauss concluded, "the
rate of false alarms, always a haz-
ard in most cities, is only a little
over one per cent here." In 1956,
the fire department answered calls
totaling 628. Only seven were false
alarms. -
Insurance Lower
Under a system that assesses
insurance rates on a scale rang-
ing from two to ten, Michigan fire
insurance underwriters have clas-
sified Ann Arbor under the fifth
rating, which the city shares with
nine othertate municipalities.
The Ann Arbor City Council,
concurring with the recommenda-
tion of the fire department, has
consistently chosen to retain the
present system.
