Heinrich Says Civilization Looks to U.S. for Guidance ST. LOUIS (IP)-Officials at the main post office in St. Louis are faced with an unprecedent- ed problem. They are searching regula- tions to find what to do with a small, well-wrapped package addressed to Russia's globe-cir- cling dog. The address label reads: "To Comrade Laika, Sputnik II, 1,056 miles, outer' space." The package *vas insured and bears 72 cents postage. The contents? Three cans of dog food. "The whole civilized world is looking at the United States at this moment" to provide leader- ship in solving the problems of the space age, Welf Heinrich, Prince of Hanover, said in his lecture on the "Law of the Age of Space" Tuesday. In introducing Prince Heinrich, Andrew G. Haley, president of the International Astronautical So- ciety, called his doctoral thesis on space law, "Air Law and Space," a "basic classic" in the field. It was the first work in this field of law, Haley explained. In a lecture sponsored by the Law School, the Student Bar As- sociation, and the Engineering Research Institute, Prince Hein- Local YD's To Give Resolution On Discrimination At Meeting The national convention of Young Democra'ts which opens today in Reno, Nevada is expected to hear a resolution from the Uni- versity branch condemning the practice of discriminatory policies in educational institutions. Representing the local club at the convention, Ronald Pivnick, '60L, will introduce this resolution under the heading of civil rights., The resolution says in part that: L No institution, educational or otherwise, receiving any Federal funds shall be permitted to recog- nize, encourage, foster, or in any way support any group or organ- ization which overtly or covertly practices racial, religious, or eth- nic discrimination in the selection of its membership. IL No educational institution receiving any Federal funds shall be permitted to segregate its stu- dents according to race, religion or ethnic origin; nor require pho- tographs of entering students or of students making application for room in institutional residences, nor, require any information on any official form intended to dis- close the student's race, religion or ethnic origin, nor be allowed to select roommates for students on this same basis. Other resolutions calling for federal construction of nuclear power reactors, and a stepped up slum clearance program will be introduced 'at the four day con- vention by Pivnick. Pivnick, who said last week that "the University and its fraternity system are 'prime examples' of segregation in the North," will also serve on the resolutions ,,orn- mittee at the convention. ii THE STYR.
