Details for the project were dis- closed today by Samuel P. Hayes, Jr., consultant to University Sur- vey Research Center. Hayes is leaving Saturday for discussion of the project in Karachi. Professor Henry W. Rieken of the University of Minnesota will serve as field director. Improve Projects The purpose of the program is to determine how people of Paki- stan view certain projects in a present economic and technical cooperation program and to sug- gest improvements for these pro- jects. The experiment marks the first time survey research techniques have been applied to economic and technical assistance programs. The International Cooperation Administration will finance the experiment with a grant of $35,000 to the University Institute for So- cial Research, parent organization of the center. Hayes on Leave Hayes, currently on leave from his position as director of the Foundation for Research in Hu- man Behavior, formerly served as chief of the Economic Coopera- tion Administration's mission in Indonesia and as assistant director of the Mutual Security Agency, in charge of Far East programs. In addition to gaining informa- tion of immediate value, the pro- ject offers an opportunity to im- prove research methods and to train personnel, a majority of whom will be Pakistani. Survey techniques used will be helpful in gathering data about other phases of public activity in Pakistan. Peckham, Director of Clements Library looks over the missing deed which sealed the purchase of Mackinac Island by the British from the Indians. By JANET WILCZEWSKI The original deed certifying the British purchase of Mackinac Is- land, missing since 1781, was re- cently located in Scotland and pur- chased as a gift for the University's Clements Library. British military forces at Fort Michilimackinac (Mackinaw City) acquired the island when the Bri- tish commander of the northern post during the American Revo- lution decided to move the fort from the mainland to the island for greater protection against American troops. Since the Indians maintained a fishing village there, the British purchased the island from the Chippewa chieftains. Two Dc- Patrick Sinclair, the fort com- mander, had two deeds drawn up, dated May 12, 1781, and signed by the five chiefs with their individual marks. One deed was sent to the gov- ernor of Canada and is now in the Canadian Archives. The other was kept at Mackinaw. The second deed, the original,' may not have been considered im- portant, yet it is more desirable of the two in historical signifi- cance and to the state of Michi- gan because it bears a notation ofj having been registered as a deed at Mackinaw. Souvenir Perhaps? This deed was either taken by the departing garrison when the British surrendered, Fort Macki- nac in 1797, or taken in 1782 by Sinclair as a souvenir when he re- turned to his native Scotland. However, it somehow crossed the ocean, turned up in Scotland and was found at a country auction there. "The .deed is a historical docu- ment that should be in the state of its origin," Howard H. Peck- ham, director of Clements Library said. "Its return to Michigan and to the library is highly welcomed."
