MAU(IIT t 1 J .l r RENAMED GHANA: Gold Coast To Receive Independence from Britain 1 1 By ERNEST GOGREY ACCRA, Gold Coast, W st Africa (M.-Early this month an addition will be made to the ranks of the world's sovereign nations. On Wednesday, the African Gold Coast will become "Ghana," and with the new name will come a change of status. Ghana will have full independence within the Bri- tish Commonwealth. Britain has encouraged and guided African national leaders with the result that there has been an absence of bitterness be- tween Bitain and the leaders of emergent Ghana. Rapid Advance Attacked Some people, both here and in Britain, have feared that the 94- vance of self rule has been too rapid. Others feel that Africans can not learn to govern themselves unless they get the opportunity to do so. The Gold Coast is serving as a political laboratory where experi- ments will continue for a number of years to test the ability of the African to govern himself on the principles of Western democracy. Covering an area of 92,000 square miles, the Gold Goast is princi- pally an agricultural country, sup- plying half the world's cocoa. It is also rich in such minerals as gold, diamonds and bauxite. Tim- ber is exported in large quantities. Queen's Representative At present the Gold Coast enjoys some measure of internal auto- nomy with control of foreign af- fairs in the hands of the colonial secretary in London. All matters concerning defense and internal security are in the hands of the governor, the Queen's official rep- resentative. Since 1850, when the first Legis- lative Council was set up for the area, developments in local gov- ernment and constitutional ad- vances have given the Gold Coast people more and more control of their own affairs. In 194,9 a wholly African com- mittee was given the task of work- ing out a constitution. This com- mittee's recommendations formed the basis for the Gold Coast's movement toward independence. Single Legislative Chamber The constitution was introduced in 1954 and brought the Gold Coast to the threshold of full self-gov- ernment. It followed broadly the British parliamentary model, ex- cept that it provides for only a single legislative chamber.
