The president of Sigma Chi ap- peared before the Joint Judiciary Council on November 27, 1958 in regard to the participation of members of that fraternity in the "Arms for Arabs" demonstration which occurred on October 29. The testimony revealed that a sub- stantial majority of the members present In the fraternity house when the activity commenced, ap- proximately 28, left the house, proceeded to South University and Washtenaw and eventually to Hill and Washtenaw. At this' point when the demonstrators numbered about 150, all but six of the Sigma Chis left the group and returned home. Group responsibility was de- termined on the basis of numbers participating, the lack of any ef- fort by members to prevent the incident and the fact that there was a causal relationship between the initial activity and the re- sultant large demonstration. The evidence showed no mali- cious intent, nor any anti-Semi- tic utterances by the members of Sigma Chi. It further appeared that after the Sigma (This re- turned to their house there was still a lack of awareness of the damage which such conduct could produce. However, negligent conduct founded in a failure to think can cause as much harm as a delib- erate attempt to produce damag- ing consequences. It was for this reason that the Joint Judiciary Council found Sigma Chi Frater- nity guilty of conduct unbecoming a recognized student organization and determined a letter of cen- sure should be sent to the local chapter, its alumni organization and the national office. The objective of the Joint Ju- diciary Council in taking action is to be as constructive as possible rather than be punitive or hold an organization out as an example to deter others. Group Plans Vacation Trip International Center will spon- sor a Christmas vacation trip to New York and Washington, D.C., at reduced rates. Open to all students, the tou~r will extend from December 23 to December 31. Special rates will include round-trip railroad trans- portation, lodging for six days a~t Gaunt House in Washington and International House in New York.
