"Most of the progress in civil rights in the past 10 years", he declared, "Has been the re- suit of a long series of decisions by the Supreme Court." The major role of the adminis- tration in the matter, he said, is to aid in implementing those de- cisions. Prof. Grace commented he be- lieved Eisenhower and his admin- istration should have taken a stronger stand on the issue, and perhaps made an outright en- dorsement of the Court's decisions.
