Name IAddress 1/2 YEARS OLD: Student Government Influential on Campus 4' bk a """'L By DAVID GELFAND When an incoming freshman reads the 'M' Handbook, he comes across the sentence, "Student gov- ernment at Michigan play an im- portant part in the student's cam- pus life." Few are aware of the extensive effects of student government, probably because the Student Gov- ernment Council is but a year and a half old. Financed by a student tax, re- cognized by the Board of Regents, and having a paid Administrative Secretary, SGC has the basic ap- paratus of a permanent community service body, It was instrumental in easing the thirty year old driving ban. ORPHEUM STARTING FRIDAY An Award Winner from the director who gave you "Shoe Shine" and "Bicycle Thief" 1 It instituted a study of student conduct, housing and regulation, established the Campus Chest, and stimulated hot debate when it changed sorority rushing from the fall to the spring, effective next year. Considered Status Already this year SGC has con- sidered the status of Sigma Kappa Sorority, and is continuing a study of the University's counseling serv- ices. SGC inherits most of its ac- tivities from Student Legislature. SL was established in 1946 by veterans who realized the need for an organization to represent one of the largest student bodies in the world. Unlike the present Student Gov- ernment Council, Student Legisla- ture had neither an assured in- come nor the power to make its decisions binding. Aware of the shortcomings of Student Legislature, University President Harlan Hatcher estab- lished a committee to study the functions and needs of student government on a large university campus. Report Approved In the fall of 1954, the com- mittee report was submitted to the student body and overwhelmingly approved. SGC can be best imagined as the center of a revolving system of organization, much like the center of a solar system. Elected Council At the center stands the elected Council. Around the council re- volve the committees of SGC itself, such as the Campus Affairs Com- mittee ,the Committee on National and International Affairs, and the rest of its seven permanent com- mittees. These committees handle problems and projects within the SGC itself, and a great many that pertain to the student body as a whole. Farthest from the center are those organizations which lead a separate existence, but which must, on certain occasions, get SGC approval for campus-wide projects.
