WAERTH Sarring Friday Phi li pine Girl Lands Magsaysay By DIANE LaBAKAS Philippine President Ramon Magsaysay received praise from Esther Celi, a Philippine student.I Miss Celi, who is majoring inj mass communications, said Presi- dent Magsaysay is primarily re- sponsible for raising the Philippine standard of living. "However, we still have a long way to go before we reach the American standard," she declared. "The farmers are a lot poorer than the farmers in America. Few can afford to buy a car. The President is trying to alleviate their condition through his five- year economic development pro- gram," she said. Miss Celi explained that the principle of the program is to bring the government closer to the people and encourage self help. Miss Celi noted that during Pres- ident Magsaysay's incumbency the number of Communists and Com- munist riots have decreased. "These Communists are largely comprised of dissatisfied farmers who don't own much land. They hide out in the mountains and receive supplies from unknown Philippine sources and Communist China." The President has organized programs for these dissidents to get more land, she said. They and other farmers are being taught modern farming methods through the cooperation of the Philippine Department of Agriculture, Social Welfare Administration, and other government branches. Employment is the government's main problem, Miss Celi said. "Many laborers are sent to San Francisco to work as farm hands because there just are not enough jobs available. It is difficult to get a job unless one is a specialist in his field. That is why so many of the Philippine students get their master's degree." Despite this drawback the Presi- dent is still popular with the people, Miss Celi declared. "His Nationalist party is close to the masses and is an honest govern- ment."
