I EILAT, Israel (I)-This seaport, a stone's throw from one which King Solomon used in Biblical times to trade with the Queen of Sheba, threatens to become the next trouble spot in the Arab-Is- raeli conflict. Israel is determined to reopen this ancient "Window to the East" to bypass the Egyptian blockade of the Suez Canal, which now cuts her off from economic water com- merce with most of Africa and all of the Far East. Completion of a port on the tiny seven-mile wide Israeli toehold on the Gulf of Aqaba, however, will be only the first step in breaking the Arab cordon around Israel's eastern borders. Gulf an "Arab Lake" As the accompanying map shows, the Gulf of Aqaba is an "Arab lake" with the west shore belonging to Egypt and the east shore to Jordan and Saudi Arabia. It is connected to the wide expanse of the Red Sea by a narrow bot- tleneck called the "Straits of Ti- ran." In the middle of the straits are two tiny Egyptian-annexed is- lands, Tiran and Sanafir. Egyp- tian naval units patrol the shal- low waters around the islands and an Egyptian coastal battery over- looks the straits from the Sinai Peninsula. A few Israeli-chartered ships under foreign flags have slipped through the straits during the past few years. The British freighter Anshun was fired upon while ne- gotiating passage of the straits last summer. Since that incident the Egyptians have tightened con- trol over the narrow waterway by demanding that foreign ships no- tify Egyptian authorities 72 hours before attempting to enter the gulf. Demand Violates Agreement The Israeli government regards this demand as a violation of the Arab-Israeli armistice agreement and United Nations resolutions concerning Palestine. A note in reply to the Egyptian demand said Israel is determined to exercise and protect the free passage of her ships through the gulf "at whatever time and by whatever methods she sees fit."
