I IHC Study Committee Recommends (Continued from Page 1) According to the committee, "This would permit promoted Quadrangle officers to move to their new IHC positions with as smooth a transition and the least double demand on their time as possible." The committee made a similar recommendation to the Houses, suggesting that House elections be, held by the twelfth week of the spring semester. Presidents Elected The Study Committee explained that "House Presidents or other officers elected to higher Quad- rangle or IHC offices would be re- lieved of their House responsibili- ties at approximately the same time as their new responsibilities were acquired." These recommendations of the Structure Study Committee are a part of the committee's expressed program of "bringing IHC func- tions closer to the Houses and to the individual." The committee further defines its purpose toward the.Quadrang- les and Houses in its Constitution Rationale. "The right of quadrangles to possess quadrangle constitutions enumerate the established powers of the Quadrangle Councils and any additional powers which the Houses may choose to confer upon a Quadrangle Council is expressly guaranteed."
