Even after nominations, he stressed, 18 different parties offered candidates for the Presi- dency in 1952. At his appearance before the subcommittee on Transportation and Communications of the House Committee on Interstate and For- eign commerce, Salant urged the enactment of House Bill 6810, which would amend the equal time provision of the Communications Act to make it inapplicable to "any news, news interview, news docu- mentary, panel discussion, debate, or similar type program where the format and production of the pro- gram and the participants therein are determined by the broadcast- ing station, or by the network in the case of a network program..." Any possible abuse of the new clause would be limited by the basic "ground rules" of the Com- munications act, Mr. Salant ex- plained, but also by the fact that "a broadcaster could not long sur- vive- the public ill will which .. . favoritism would justifiably cre- ate." H.R. 6810 would not alter the present rules governing broadcast coverage of "campaign speeches or political rallies." Stations or net- works making their staffs and facilities available without charge to one candidate would be required to do the same for all others.
