Speaking of Prof. Bretton, the mayor said "He means nothing to me. Apparently he has some axe to grind." He recalled speaking to Prof. Bretton over the telephone earlier in the day. "He kind of took me apart a little bit." Two University instructors took issue with the mayor. Prof. Arthur Bromage of the political science department de- scribed the mayor's "Communis- tic" remark as "a ridiculous statement-utterly ridiculous. The easiest way to beat something you don't like is to smear it. Battle-lines Drawn "The battle-lines are drawn," Prof. Bromage continued. The mayor's attitude means that those who favor the new charter "have just got to get out and work hard- er." It makes it more of a fight." 'GUTTER POLITICS' Bretton Attacks Mayor's Comments on Charter sioners at this crack, then there: are only 11 elected officials left." "There were only four boards which are established in the pres- ent charter which we didn't re- quire in the new one," Ouimet said. He referred to the fire, po- lice, public works -and parks boards, totalling 18 members. "We provided the means to es- tablish many more boards," he said, by mentioning them in the charter. Human Relations, housing and civil defense are the three the charter specifically empowers, but does not require, the council to ap- point. Oumet also said the Board of Health is increased in size by two members. "Professes Concern" Prof. Bretton adaressed himself to that point too. "The mayor pro- fesses concern that under the pro- posed charter able and devoted cit- izens will not be utilized in the government of our city. "Is he sincere in that belief?" the political scientist asked. "If the answer is yes, then how can his concern be reconciled with his insidious attack on one of the fin- est, ablest and most hardworking groups of citizens this city has ever seen assembled in a single or- ganization: the Charter Commis- sion. "Surest Way" "His remarks of yesterday are the surest way of driving compe- tent and self-respecting citizens out of the city government. No self-respecting citizen is going to devote long nights for years with- out pay only to have his motives impugned at the end of his la- bors. "I hope that the citizens of Ann Arbor will refuse to accept the du- bious leadership. of such a mayor. As I see it, they can do this by giving their emphatic support to the new charter."
