I.I WEDNE9DAY, YANJARY 7, 19533 Boak Talks On Decline Of Romans Prof. Arthur Boak, Richard Hudson Professor of Ancient His- tory, outlined the conditions of the urban population leading to the decline of the Roman Em- pire in the third of the Jerome lecture series on "Manpower in the Western Roman Empire" last night. Working from his theory "an urban population tends to decline if there is no immigration," Prof. Boak explained the factors re- sponsible for the fall of the Em- pire. "THE SOURCES of the city population came from the rural areas and the importation of slaves," he said. He explained fur- ther that by the fourth century there were less people in rural communities, and slaves were be- ing used more for colonization. "As early as 235 A.D. the towns had started declining because of civil wars, barbarian raids, pov- erty, famineand thes20 year plague," the professor said. Because of the great shortage of manpower the government passed compulsory heredity status laws forcing laborers to work in the same trade as their fathers, he pointed out. "In the fourth century, 250,- 000 Romans were on the dole," Prof. Boak said. The govern- ment took the responsibility of making sure that provisions were on the market. Citing another example of the small urban population, Prof. Boak said Bordeaux, which was the third largest city in the Em- pire, covered only 58 acres.
