"Educationalists in our Wash- ington headquarters set up the program," he continued, "and course goals are well spelled out in advance." Classes are visited regularly by staff officers to see how instruc- tors are getting along with their work, Col. McKean pointed out, acid in a recent survey a third of the junior NROTC students in the country rated the quality of naval instructors superior to that of the rest of the campus. A similar national survey of all students might turn up substan- tial evidence against charges of the program's critics, he added. * * * CITING NINE specific criticisms mentioned in the studies, Col. McKean charged that many of them were groundless. The criticisms involved quality of instruction, hours devoted to ROTC, compatibility of course work with other studies, level of course content, "professional status" of ROTC staff, faculty approval of courses, scheduling snarls, skewed grade distribution, financing a new program and unification of the armed forces. Col. McKean commented that the student survey answered the quality of instruction argument, and said the 24 hour NROTC course sequence was the minimum needed to train men for the serv- ice. He found no conflict between NROTC courses and other college work, and said course content was of a high technical level. "We're not ashamed of being a practical trade school," he added. * -* ANSWERING the charge that unqualified personnel were teach- ing courses, he referred to the ad- vanced technical training of the officer instructors, all of whom are college graduates.
