TWO THIE MIICHiIGN DAIL Y THURSDAY, DECEMBER 8,1949 / BATTLE FOR DEMOCRACY: Visitor Sees Hope for German Republic By BOB VAUGHN amercans and Germans are fign~ng a second post-war battle of Germany, according to Joseph H. Kaiser, visiting observer from the University of Tuebingenin, Germany. - The United States and Germany are struggling shoulder to shoulder for democracy justa they strug- Kaiser said. * * * "TODAY THE young Federal Republic has to be strengthened against Communism by encourag- ing democracy and fostering a higher standard of living." Considering Germany's past experiences, efforts for securing peace and freedom in the west- ern sector have been more suc- cessful than the Allies might have expected, Kaiser said. "Last summer in the Bundestag (Federal Parliament) elections for instance, 80 per cent of the eligible voters went to the polls. Only five per cent of the voters supported Communism." * * * NO PEOPLE in Europe are more aware of what Communism means than the Germans, Kaiser contin- ued. "Everyday 500 to 1,000 Ger- mans expelled from the eastern sector enter Western Germany." "This number has increased each day so that there are now more than 10,000,000 refugees in the western sector," he added. "This tremendous influx has complicated the social and eco- nomic difficulties of the Federal Republic. But there is no better barrier against Communism in Europe than the Federal Republic which includes two-thirds of Ger- many," Kaiser pointed out that World Ways I and II have proved that frontiers west of Germany cannot be efficently defended against at- tacks from the west.
