Figures for comparing the two elections were obtained by com- puting the number of votes trans- ferred from each dropped candi- date to those still in the race. j * * * THIS GIVES a result which is indicative of a trend in voting but does not include all possible cases of bloc voting due to the impossi- bility of checking second and third place choices on ballots which are not re-distributed. (Under the Hare proportional representation system, ballots . of candidates elected are not re-distributed unless the candi- r date tops the quota needed for election-in past election, over 210 votes.) This year, there were only 11 in- stances in which 15 or more votes were transferred in a bloc from one candidate to another. Comparable figures for last spring's election show 25 cases. Transfers of 25 or more votes at one time appeared only three times in the recent election, but were evidenced in 10 instances last spring. STUDENT Legislature President John Ryder called these figures "indicative of a trend to judge candidates as individuals." "Open houses at which the candidate has a chance to speak to the whole group and answer questions give voters a chance to judge how well the candidate knows what he's talking about, and how well he can think on his feet," Ryder said.
