"Actually ministries are createdl by the parliament and may be destroyed by the same body, so in theory the seat of government' is in the legislature," Prof. Dorr continued. "BUT BECAUSE of pressing problems of reconstruction, the ministries have assumed the power to govern." This tendency was severely criticized by the Military Gov- ernment and no opportunity was lost to insist that the legislature assume its responsibilities, Prof. Dorr said.
