Russia would have nothing to gain from such a conference and would purposely cause it to fail, he added. "GERMANY is deadlocked. The Kremlin is concentrating on Asia, where it holds all the cards," Kerr said. "Until Russia has completed her campaign in the Orient she will have no reason to bargain."
