Donaldson yesterday ordered mail deliveries held to one a day and other cuts in postal services because of the mounting defict in the Post Office Department. The reductions apply to all sec- tions of the country. THE SERVICE cuts include- One delivery a day in resi- dential areas in place of the present two deliveries. A cut in some business area de- liveries from three to two a day. A directive to all postoffices that only first class mail 'and daily newspapers and parcel post should be processed during the night time hours between 6 p.m. and 6 a.m., leaving all other mail for processing on the fol- lowing morning. A general reduction in post of- fice window service, prviding for closure of all windows at 6 p.m. closures at 5 p.m. were recom- mended where possible. Curtailment of Saturday post office hours, and closure where possible. The AFL Association of, Lbetter Carriers got out a statement des- cribing the cuts as "a rape of the postal service." It said protests would be made to Congress. Recount Asked In Barnard 1HeightsVote The 34-32 vote defeat of the Barnard Heights annexation pro- posal in the April 3 elections was officially contested yesterday by two residents of that area. In a petition for a recount lodged with the County Boarduof Canvassers, Wagar A. Glas and Harold Goldman charged that absentee ballots were "distributed and collected contrary to law." The petition further charges that "person were allowed to vote from the affected area who were not legally qualified."t The Board of Canvassers met 1 yesterday afternoon, but they were unable to take action until a 24 hour period for counter-peti- tions has lapsed. After this time the Board is expected to set the date of the recount, which will en- compass only the Barnard Heights ballot.
