CONSTRUCTION of the $2,600,000 Washtenaw County building depended on approval of a bond proposal and a tax increase proposal. Both were defeated. The total county vote on the bond issue was 5,112 "yes" and 5,353 "no," while the tax increase proposal lost by a vote of 6,183 "yes" to 6,219 "no." Ypsilanti's votes were instrumental in defeating the county building proposals. In that city, voters opposed both issues by an eight-to-one ratio. Ann Arbor voters favored the proposals by a four-to-one ratio. Voting in the out-county precincts was light be- cause of muddy roads, but even in these districts the vote went generally against the county building. Many Ypsilanti residents have argued for a county building site at the edge of Ann Arbor. The proposals on"yesterday's ballot would have put the new county building on the site of the old Washtenaw County courthouse. The courthouse is at the corner of Main and Huron in downtown Ann Arbor. * * * * THE BARNARD Heights-Stadium Hills area will remain outside the city limits by the choice of its own residents, who voted against annexation by a vote of 34 to 32. For annexation of an area to take place, a "yes" vote is necessary in the area involved as-well as in Ann Arbor city and township. University-owned Stadium Hills golf course -is part of the Barnard Heights-Stadium Hills area. The four tracts which will be annexed to Ann Arbor, as a result of yesterday's ballot, are the Miller Rd.-Newport Rd. area; Tuomy- Londonderry property; Gowans propety, and Stadium-Washtenaw area. A $2,000,000-PLUS housing development is planned for the Stad- ium-Washtenaw area. Construction of the 250-unit project depended on annexation of the area, according to a representative of the builder, a Washington, D.C., firm. All election returns cited are complete, though unofficial. According to City Clerk Fred J. Looker, rain came too late to affect yesterday's city-county vote, which was about average for an off-year spring election involving a major local issue. The only Ann Arbor upset, Looker said, was in the fourth ward, which has voted Democratic for years. Yesterday, both Republican candidates in that ward were elected. ASs FIED -- - r.. A 4. s ?' NEW WATERWAY? Panama Canal Citedt As Inadequate Vaulnerable The Panama Canal will not be able to' meet traffic demands by 1960 and is extremely vulnerable to air attack, according to Prof. William H. Hobbs, of the Department of Geology. Speaking at a meeting of the Naval Research Reserve last night, he presented his plan for an additional site, which is before Congress at the present time. PROF. The four physicians will attend courses this week on the medical aspects of radiation at Western eserve University, Cleveland. THE 10 PHYSICISTS will study the presence of dangerous radia- tion, for five weeks at Oak Ridge, Tenn. Dr. Pennington is a National Cancer institute fellow in roent- genology and Dr. Hayes is a resi- dent in surgery. Student Struck by Auto Near League James W. Root, '51E, was struck and injured by an automo- bile at 7:41 p.m. last night while crossing North University Avenue in front of the League. Root, whose home is in Toledo, Ohio, suffered a compound frac- ,ure of the right leg, possible rib fractures and head bruises, ac- ,ording to the Ann Arbor police long, part tunnel and part twin open ditch. Because of strategically locat- ed airfields and islands it would be far more impregnable to air attack than Panama. Its twin ditches would be three miles apart, so that an atom bomb could not block both with a sin- gle hit. Adjacent oil fields would provide needed fuel. Until a profile study of the land is made, it would be useless to try to estimate the cost, Prof. Hobbs said. THIS PLAN has been submitted as an alternate proposal to one offered by the Engineering Corps., which suggests a similar canal across the isthmus, but at a point 165 feet in width. It also proposes that the present canal at Panama be doubled in width and converted to a sea level structure. According to Prof. Hobbs this site could be. blocked for several weeks by bombing and this recon- version would necessitate the in- stallation of highly vulnerable tidal locks.
