The three "E's"-Ehgineering, Education, and Enforcement are the reasons for the happy situa- tion, according to Captain Roland Gainsley of the Police Traffic Bureau. "THE INCORPORATION of more one-way streets and switch parking, combined with education for bothdrivers and pedestrians has caused the difference," he said. Under the new enforcement system set up last February, a driver's license can be suspended for three moving violations, he added. Reduce speed on icy roads, keeping in mind that it takes three to 12 times more dis- tance to stop on a slippery sur- face. 3. Be sure your defroster and wipers are working. 4. Never warm up your car in a closed garage. Check floor boards and heater for defects. 5. When ice prevails, use steel tire - chains. They reduce stopping distance from 40 to 70 per cent. 6. If possible, have tires with good treads. They provide better stopping and starting ability on wet and dry pavements.
