Southerners Will Filibuster On CivilRights Extension of Cloture Opposed in Senate WASHINGTON-(AP)-Southern Democrats will filibuster if lead- ers try to change the Senate de- bate rules to help push any civil rights proposals through Congress. Senator McClellan (Dem., Ark.), who has taken an active part in such things in the past, made that point clear today. McClellan told a reporter he has heard that administration lieu- tenants are thinking of asking the Senate to, make its cloture rule apply to any motion, as well as a legislative bill. Cloture is a procedure under which each senator is limited to an hour's talk on any bill or amendment before the Senate. It could kill the time-consuming oratory by which Dixie Senators always in the past have staved off a Senator vote on the anti-job discrimination, anti-lynching, an- ti-poll tax and anti-segregation measures President Truman prom- ised voters he will try to put through Congress. But under present rules there' are two catches in cloture: 1. Two-thirds of those voting have to.approve before it can go into effect. 2. It can't be used to stop talk about a motion. Drive To Unseat Congressmen On DETROIT - W) - A drive for 100,000 Michigan signatures to a petition asking Congress to pass President Truman's civil rights prograni and to deny the oath of office to the four States Rights Democratic senators will be launched tomorrow. The Michigan chairman of the drive will be Dr. Jonathan A. Dames, pastor of Bethel A.M.E.1 Church in Detroit.
