Extension of Cloture
Opposed in Senate
WASHINGTON-(AP)-Southern
Democrats will filibuster if lead-
ers try to change the Senate de-
bate rules to help push any civil
rights proposals through Congress.
Senator McClellan (Dem., Ark.),
who has taken an active part in
such things in the past, made that
point clear today.
McClellan told a reporter he has
heard that administration lieu-
tenants are thinking of asking
the Senate to, make its cloture rule
apply to any motion, as well as a
legislative bill.
Cloture is a procedure under
which each senator is limited to
an hour's talk on any bill or
amendment before the Senate.
It could kill the time-consuming
oratory by which Dixie Senators
always in the past have staved off
a Senator vote on the anti-job
discrimination, anti-lynching, an-
ti-poll tax and anti-segregation
measures President Truman prom-
ised voters he will try to put
through Congress.
But under present rules there'
are two catches in cloture:
1. Two-thirds of those voting
have to.approve before it can go
into effect.
2. It can't be used to stop talk
about a motion.

DETROIT - W) - A drive for
100,000 Michigan signatures to a
petition asking Congress to pass
President Truman's civil rights
prograni and to deny the oath of
office to the four States Rights
Democratic senators will be
launched tomorrow.
The Michigan chairman of the
drive will be Dr. Jonathan A.
Dames, pastor of Bethel A.M.E.1
Church in Detroit.
Those whom he seeks to keep
from being seated are Senators
Russell Long of Louisiana, James1
Eastland of Mississippi, Lister Hill
of Alabama and Burnett Maybank
of South Carolina.7

major war criminals convicted,a
Occupation headquarters moved to
speed the conclusion of remaining
lesser cases.
Trial cf Lt. Gen. Hiroshi Ta-
mura, accused of quartering pris-
oners near bombing targets, is to
open tomorrow before a special
general headquarters commission.
He was one of 20 high Japan-
ese charged with "Class B and C"
offenses, compared with "Class A"
for ex-premier Hideki Tojo and
the 24 others sentenced Friday by
the International Military Tri-
bunal.
Another of the class B's, Adm.
Soemu Toyada, is to go on trial
soon on charges of failing to pre-
vent torture, murder and pillage
by his subordinates.

"Tomorrow I'll serve you tea,
pass out candy and do anybody's
laundry," Prof. Maxwell Reade of
the engine school math depart-
ment told one of his classes.
"Incidentally-the new faculty
rating system goes into effect then,
too," he added.

WASHINGTON - (R') - Towns,
like people, have queer money hab-
its. Baltimore, for example, is a
great place for nickels. Denver
loves the silver dollar. San Fran-
cisco is crazy about half dollars.
And Leland Howard, who sup-
plied this information, said either
Los Angeles or San Francisco-he
can't remember which-is forev-
er complaining about having too
many dimes while the other is
asking :

"CAN WE have some more dimes
please?"
Howard is assistant director of
the U.S. mint. I got in touch with
him after the office midas com-
plained :
"Why is Washington such a
small change town? Why, in this
hub of global billions, does the
store clerk always hand you two
nickels instead of a dime in
change, two quarters instead of
a half dollar? Do you remember
what a half dollar looks like?"
Howard says the mint has no
information on Washington, but
he's pretty certain the half dol-
lar is losing its popularity.
"I think the coin machines are
to blame," he said. "Many of them
don't have slots for half dollars."
THE OFFICE midas wasn't
moved by the report that the
mint could furnish no information
on Washington's small change
habits.
"I know it's a nickel-dime-quar-'
ter town," he said. "I can prove it.
"There's so much small change,,
my pockets wear out faster."
It sounds like very scientific
proof all right.
