Notices for the Bulletin should be sent in typewritten form to the office of the Assistant to the President, Room 1021 Angell Hall, by 3:00 p.m. on the day preceding publication (11:00 a.m. Satur- days.) WASHINGTON-()-To Alben W. Barkley, the vice presidency to which he has been elected will be like a four-year vacation with pay. He has been a hard worker in politics for 43 years. As Senate democratic leader for the past 11 years he has laboriously shepherd- ed the administration programs there. His power was tremendous until the Republicans captured the Senate in 1946. NOW HE WILL spend his time chiefly in gavel-pounding on the Senate rostrum. He probably will be invited to attend cabinet meet- ings as most recent vice presi- dents have - Coolidge, Curtis, Garner, Wallace and iVr. Tru- man. There is little else a vice pres- ident can do. Like Curtis and Garner, he is likely to exert a strong influence on his former colleagues in the Senate--but it will be through private talks off the floor, not in committees. A VICE PRESIDENT, as one recent incumbent said off the re- cord, is "like a man in a cata- leptic fit-he sees all that goes on around him, but he cannot take part in it." John Adams, our first vice pres- ident, who also had been active and powerful in politics, took a dim view of his job. "My country has in its wis- dom contrived for me the most insignificant office that ever the invention of man contrived or his imagination conceived." Here's a complete list of the vice president's duties and pow- ers: 1. Presiding over the Senate and casting votes in case of a tie. 2. Appointing a few minor sen- ate committees. 3. Attending cabinet meetings. 4. Signing enrolled bills and joint resolutions of congress. 5. Serving as a member of the board of regents of the Smithson- ian Institution. 6. Appointing five midshipmen to the Naval Academy and four Senators to the Academy's Board of Regents. 7. Recommending to the Pres- ident the appointment of two candidates for the Military Acad- emy.
