University faculty have always been well - represented on the Council, according to Neil Stueb- ler, one of the founding members. ,The executive board this year is hieaded by Prof. Russell A. Smith of the Law School, and includes Mrs. William Haber, wife of the well-known economics professor, and Prof. Amos H. Hawley of the sociology department. Harold D. Smith, late director of the national Bureau of the Budget, was instrumental in form- ing the group, Staebler said. It was felt that "there was a lot of theorizing but not much practical experience in politics," he ex- plained. Committee System Working largely through com- mittees, the organization spends much of its time keeping mnem- bers in touch with national, state and local politics. Besides special) . F. 1 --_.. committees to study particular current problems, there are vari- ous standing committees for in- vestigation and spreading inform- ation by radio and through the columns of the Citizens' News, the organization's weekly newsletter. Four-fifths of the 500-member Council must approve before anyl campaign is undertaken. Front Line In the last 10 years, the organi- zation has been in the front lines of political battles on non-parti- san issues, including participation in fights for the merit system in state promotions (1936), a county health department (1937-40), city charter revision (1938), state-wide legislative reapportionment (1941), and last year's struggle against the sales tax diversion amend- ment. "Everything depends on the man at the base of the political pyramid," Staebler said.
