NOTHING we can ever do can adequately repay
the more than 250,000 American heroes who died
that we might live.
But we can and must provide hospital care and
treatment for the hundreds of thousands who are
maimed and crippled -some in body, some in mind.
To do less would be a lasting reproach to the
free institutions of democracy for which they fought.
