U Republicans, Democrats Engaged In 'Strike' Against Governor LANSING, Sept. 22.-(P)-Repub- licans and Democrats slugged away orally today in the battle of words surrounding the Legislature's unpre- cedented "sit-down strike" against Governor Van Wagoner. The announcement of Rep. How- ard Nugent, Republican Speaker -of of the House of Representatives, that majority Republicans in the legisla- ture planned to create a special com- mittee to investigate the State High- way Department, drew sharp retort from that agency. Lloyd B. Reid, deputy commission- er of the Democratic controlled High- way Department, called the speaker's disclosure a "sad commentary" on government, and asserted it would impede the Highway Department's task of solving "very serious prob- lemis brought about by sudden tre- mendous increases in traffic in con- nection with our national defense program." Nugent said = a severely-worded resolution would be introduced de- manding the investigation when the legislature reconvenes Oct. 9 after the current three months' recess it called as a gesture of defiance to the executive. The Highway Department, head- ed by Commissioner G. Donald Ken- nedy, has been described by Repub- licans as the strongest political ma- chine Michigan has seen.
