Three Testify, hI Gihb TIriaj Prosecutor Rapp Inspects Records Of Clerk By WINSTON H. COX With the tedious "groundwork"' nearing completion, Prosecutor Albert J. Rapp began cementing evidence against Emmett M. Gibb, former county clerk charged with embezzle-' ment, by pointing out that $223,598.98 had been handed over to Gibb in his capacity as county clerk, for the county welfare. Rapp called only three witnesses today, spending most of the time with Martin Rempp, accountant in the clerk's office, in going through the books and segregating all the checks which did not bear the stamp of the treasurer's office. Although nothing is as yet ,proven it is the hope of Rtapp that he can prove that Gibb did not deposit these checks to the County Welfare Account. These checks, which total to $5,- 547.52, also bear the bank marking of ','C-1", "C-2", or a "C" with the number of the teller after it. The C, according to the .3ank distribution department, generally means that the money in part or in whole was taken in cash and not deposited to the acedunt.
