Addressing the Union League Club, the former President said President Roosevelt's Court proposal has cre- ated the "greatest constitutional question in these 70 years"' and has placed the nation "face to face with the proposition that the Supreme Court shall be made subjective to the executive." "Stripped to its bare bones," Mr. Hoover continued, "that is the heart of the proposal." "By the creation of gymnasiurns, swimming pools and other recreation- al centers it is hoped to build a na- tion of healthier people," Professor Heneman said. "This action is di- rectly in line with the policy followed by the fascist countries of Germany and Italy in building up their future armies, and shows definitely that England has recognized the necessity of preparing for war in the same manner as are Germany and Italy. "So far as can be seen," Professor Heneman continued, "the proposal of the Baldwin government is in line with the stand of rearmament and isolation taken by most members of the Conservative party. This stand would not permit as yet an alliance with France, at least not openly, and certainly none with Russia."
