The assurance came from Federal Administrator Harry L. Hopkins, who told the mayors of 95 of the country's chief cities that as long as there was need of relief the people would get it. He replied to charges of waste with a declaration that the costs of his re- lief administrations averaged seven and a half per cent as against 30 to 40 per cent for private organizations. He said that while he had "no apologies to offer" there would be a modifica- tion of methods employed in relief work.
