There is, to be sure, another course to follow, if
we choose. Regardless of our alarmists, the Con-
stitution is still a living instrument. The man in
the White House is President, not dicteator. Con-
gress has surrendered no jot of its powers. Con-
gress can say whether the country shall go on
with the recovery program, under Mr. Roosevelt's
leadership, or reject the whole adventure and re-
turn to the do-nothing philosophy of waiting for
the inexorable logic of economic laws to perform
We hope that Ann Arbor will tonight find a
good solution to the liquor problem. We believe
that the best law can be drafted with a minimum
of paternalism. We believe that a liberal law will
