Japanese Send Ne w SUbmarine CIĀ± Depot To Sea TOKIO, Nov. 16 -UP) -Japan's onward swing toward increased pow- er at sea was signalized today by the launching of a new submarine depot-ship and an order placing in reserve the Mutsu, her most formid- able battleship. Soon, it was understood, the Mutsu is to be modernized extensively and the newest in fighting equipment added to her present strength. Moie than 100,000 persons, ver- nacular newspapers reported, turned out of Yokosuka - principal base of the sea forces - for a spectacular festival at the launching of the Tai- gei, meaning "Big Whale." Minister of the Navy Admiral Mm- ea Osumi presided over the ceremon- ies at the launching of the depot- ship, a 7,500-ton vessel outside the categories of fighting craft limited by the Washington and London na- val agreements. The Taigeiis not in itself an im- portant ship, but the navy seized the occasion to impress the nation with its ability, to emphasize its need for record appropriations next year and incidentally to stress the paramount value it places on its undersea fio- tillas.
