Remer, of the eco- nomics department. who spoke at an afternoon meeting of the Ann Arbor Rotary Club. "We ought to accept a lump sum payment," said Professor Remer, "which should depend to some extent on what the foreign nations could raise by abond issue on the New York market." It was pointed out that for Amer- ica to receive payments due her from private loans abroad would require considerable changes in her tariff and commercial policy. It is unlikely, stated the economist, that we will make sufficient changes to enable the war debts to be paid also.
