All the taxes paid on motor fuels and for, the registration of motor vehicles are necessary for use in the maintenance and con- struction of highways, and they should be used exclusively for that purpose and apportioned in an equitable manner for the develop- -ment of all highways. Apportion- ment of these monies should be in general accord with the recommen- dations of the report "Administra- tive and Financial Relationship of State and County." The motor vehicle and gasoline tax is the nearest practicable means of collecting a metered charge for the use of the roads; to use this money for any other purpose than highways is a breach of faith with the people. To adopt so far as practic- able the standard form of con- tract and specifications used by the state in which we are resi- dent, and to have all divergen- cies of construction clearly shown upon the plaus and specified forms for the work. 5. To use in general the pro- gressive or stage type of develop- ment for the highways under our jurisdiction. 6. To use low cost types of im- provement where they are ade- quate to the traffic needs. This should not excuse sloven-, ly, inadequate, and therefore un- economic work. It often takes vnore skill to supply adequate service at a low cost than to build the more spectacular type of standard construction. 7. To arrange before any bond issue is promoted or approved for highway construction that such promotion be preceded by an in- vestigation of the ability of the county to pay the bonds'; of the need of the county for the roads; of the locations of the roads; and as to whether the plan is econ- omically sound and adequately conceived.
