Anderson was elected Vice- iairman of the Council and Professor Louis A. Hopkins, Secretary. The uncil passed unanimously the following recommendations submitted the Committee on Organization: 1. That the President of the University be Chairman of the Uni- rsity Council. 2. That a Vice-Chairman be elected by the Council annually to act presiding officer of the University Council in the President's absence. 3. That a Secretary be elected by the Council annually to perform e duties usual to such office. 4. That the election of officers and appointment of members of- nding committees take place at the first regular meeting of the Coun- in the academic year, and that the persons so elected or appointed ve until their successors take office. 5. Trhat there be eight regular meetings of the Council during the ademic year, one in each month, October to May inclusive, on the :ond Monday of the month. 6. That special meetings of the Council may be called by the Presi- at at his discretion. 7. That all committees of the Senate, the Senate Council, or the iversity -(except committees deriving their authority directly from the gents), be considered committees of the University Council and be uired to report annually to the Council. That the committees of the Council having administrative or visory functions be distributed among the following five divisions, for h of which there shall be a standing committee charged with the isideration of general maters falling within its field and with the ommendation of new legislation to the Council: (1) Program and icy, (2) Educational Policies, (3) Student Relations, (4) ( Public Rela- as, (5) Plant and Equipment. 9. That the plan of organization of the University Council as ap- proved by the University Senate at its meeting of May 11, 1931, and these recommendations of the Committee on Organization and any amendnents that may be made thereto be subjected to review in such manner as may be authorized by the University Council within a period of two years. In conclusion, it is the sense of tihe Committee on Organization that a bulletin to be prepared by the Secretary of the Council, be published and distributed among the members of the University Senate, setting forth (a) the basic action of the Senate at its meeting of May 11, 1931, 'b) The plan of internal organization adopted by the University Council in pursuance thereof and of the recommendations of this committee, and (c) the personnel of the officers, committees, and members of the University Council. The Secretary will be glad to receive, the addresses of all Phi Beta Kappa members in the Faculty or among the Students who have recently come to Ann Arbor and of any who have not been receiving the notices sent out by Alpha of Michigan since coming to the city. A letter of permission from parents must be received in the Dean's office not later than Thursday, October 22. If a student wishes to go otherwise than by train, special permission for such mode of travel must be included in the parent's letter. A chaperon fee of $1.25 is required of students going by train.
