WORK ALREADY BEGUN Extensive Highway Construction to be Continued Through Winter Months. (By Associated Press), DETROIT, Dec. 5. - Fully con-j scious of the emergency created by nearly a year of depression, the en- tire state of Michigan is extending a helping hand to the unemployed and destitute. Leaders Plan Survey. From the state government down to the villages, leaders in public, industrial and business life are giv- ing relief and are planning addi- tional means of aid, a survey con- ducted by the Associated Press re- fveals. The relief vorr:, for the most part, has not been a disorganized, emotional expansion of charity. Rather, therm has been a concerted effort to find jobs and make jobs and to supply material assistance to -hose for whom work cannot be found. Millions of dollars are being spent in these efforts. The state government itself is doing things never done before. For the first time extensive winter highway work is being attempted. Bridge construction also will be continued through the cold months. Emnployes are being worked in two weekly shifts of three days each in order to spread the benefits. Gov. Fred W. Green and Senator James Couzens are asking the federal gov- ernment to make available some $4,500,000 in federal highway aid funds which ordinarily would not be sent to the state until next year. Contracts Are Let. Contracts for $3,000,000 worth of construction work on institutions have been authorized by the state, arid this work will go on through the winter. About $50,000 from the Michigan-Chicago football game Will be distributed throughout the state by Gov. Green. The state de- partment of labor and industry is conducting a state-wide employ- ment survey. Practically every city of the state is organized for unemployment re- lief. The practice of registering the name; and needs of the unemploy- ed has been adopted in most of them, and many "odd jobs" cam- paigns have been held.
