Lee A. White, editor of the Detroit News, was again chosen president of the organization while John L. Brumm, professor of journalism, was again given the secretarial post. Featuring the morning program was a discussion on the state tax, situation. by Governor-elect Wilber M. Brucker who voiced disapproval of the many current trends toward a change in township and county government and gave several solu- tions for the present financial di- lemma. Points to Tfax Rates. "It is true," Gov. Brucker stated, "that the expense curve of local government is increasing at a faster rate than state government and that therefore the tax burden origi- nating in the cost of local govern- ment is much greater than that originating from other forms of government." The governor-elect stated that he was "looking forward to the time when counties will have their own form of government, determined by themselves, aside from the possibil- ity of reducing taxes by reducing overhead expenses." The speaker concluded that he believed the only way to solve state governmental problems was to use many commis- sions and subdivide the work as much as possible. Lacey AlTalk,_!,s on Taxes. Judge Arthur 4. Lacey, of Detroilic, the other speaker on the morning program, proposed methods of cut- ting governiimental costs. Two sys- temns in particlular were iuresented: (1) establishing a state commission to which citizens could refer bond- ing issues, and (2) a consolidation of townships or counties to reduce the expenses by cutting out a num- ber of localiZed units of govern- ment. Judge Lacey reiterated Governor- elect Brucker's contentions that our modern governmental system is ar- chaic. He told his audience that "while we built our taxation system en an agricultural background, our modern era of industry requires basic changes in statute and meth- od." The speaker closed his address with the assertion that it "will be asad dlay for America when home- owning becomes a luxury." Thr -e!Vice Presidents Chosen. Vice-presidents chosen at the business session which followed the I-eguilar program were Archie Mc- Rea, editor of the Muskegon Chron- idk-, Fred Keister, editor' of the 10nia County News, and J. H. D. Sutherland, editor of the Ludington Daily News. Organization of the Michigan Press club's 12th annual conference was handled entirely by the Uni- versity journalism department, and was under the personal supervision of Professor Brummi, secretary of the convention.
