MINISTRY UNAFFECTED Cabinet Will Consider Entire Abandonment of Measure in Controversy. LONDON, Mar. 17.--(/P)--The Labor government today blamed lax party discipline for a defeat in the commons Monday night on a minor clause of the electoral reform bill, ~246 to 242. The defeat brouight cries of "Resign! gesign;!'g The ministry will not resgn, but steps will be taken to insure mem- bers being in their seats for future divisions. Absence of 1G unpaired Labor .members may be called offi- cially to attention o± t ieico'nstitu- encies. The presence of the 16 would have prevented the government .de- feat, but it would not have pre- vented a break between Sir John ,Simon, insurgent Liberal, and his party leader, .David Lloyd George, who thus was unable to throw his entire party to the °support of the government. Sir John, a bitter enemy of the ministry, li'ved up to his threat recently that he would vote as his conscience and not as his leaders dictated, and led 10 fellow Liberals into the opposition lobby when the division was called on a resolution rejecting the clause of the electoral reform bill abolishing university constituencies. The -cabinet will consider entire abandonment of the electoral re- form bill, which was arranged by the government and the Liberal chieftain, David Lloyd George, as the ~price of continued =Liberal co- operation. Its feature is a provision for an alternative vote s y s t e m which would effect'more nearly proportional representation. The defeat was the sixth of the Labor government in its nearly two years in office. All have been on minor points. General; Electric company consulting engi-l neer. At the lecture, the combined' sections of the radio engineers and the American Institute of Electri- cal Engineers were the guests of the elecirical engineering department of the University. In the lecture, Taylor performed various feats with electrical appa- ratus which illustrated the powers 1of electricity. In one of his experi-r mentsshe placed various objects such as a lighted match, a neon tube, and an electric siren before a box which had a single "eye," and produced a variety of sounds. "This," he explained, "is due to the fact that the human eye has too many limitations; and certain° pulsations which the eye cannot catch may affect the ear when the light is made audible. The experi- ment is called 'listening to light.'" Taylor also gave a series of dem- onstrations with electric bulbs and flashlights producing the same ef- fects. Added to this, he focused a light on the wall and then on the "eye" after which music was heard. This, Taylor said, came from a nearby radio station. He concluded his experiments with an "electrical finger" which when rubbed over a surface setstup a noise in comparison with the roughness of the surface. With this he =experimented on his coat sleeve, face and fruit, producing sounds according to the smoothness of the objects.
