C., Oct 7.- The formal invitation from the British Government for the United States to participate at a Naval Limitation conference in London during the third week in January was received today by the State Dapartment. Shortly after it arrived by cable from Ambassador Dawes, to whom a copy was handed tonight by the British Foreign Office, Secretary Stimson went to the White House for a comparatively brief confer-,. eice with the President, but whether the parley was a subject of discussion was not disclosed. Mr. Hoover and Prime Minister MacDonald went over a final draft copy at the President's camp ii Virginia Saturday and the text was sent back to London. The formal invitation to the United States, Japan, France, and Italy then were put into form for forwarding to the ambassadors of those coun- tries.I While the invitation will not be made public until Wednesday, it was the understanding here that it explains the situation arising fromk a negotiation for equality in cruis- er strength which has been goingI on between the American and Brit-x ish governments for several months. Acceptance by the United Statest and Japan is regarded as a cer- tainty. The Japanese willhave - more than three months notice. Of- ficials in Tokyo indicated they de- sired before the gathering of the delegates at the British capital to discuss not only limitations oft cruisers, submarines and destroy- ers, but also a further holiday in the construction of capital ships. The American proposal is that this holiday extend from 1931 to 1936, the time fornthe expiration of the Washington Naval Limitation trea- ty.. PREMIER CLAIMS 1 PACT WILL HALTt WARS IN FUTURE (By Associated 't'ress> 1 Washington, D. C. "There can be no war," the Brit- ish Statesman said. "Nay, more, it is absolutely impossible, if you and we do our duty in making the peace pact effective, that any section of our arms whether land, or sea, or air, can never again come into hos- tile conflict." Asserting amaid applause that the problem of jealousy and of fear have disappeared the Prime Min- ister declared the American andE British government have met to- gether and said: "What is all this bother about parity?" "parity?" He questioned sharply. "Take it! He explained, "without' reserve, heaped up and flowing over. That is one of the results of 1 this visit. Another result of the visit is that we have come to under- stand each other." "Ah, Senators!" the prime Minister continued "as long as you conduct your negoti- ations by correspondence over thousands of miles of sea, you will never understand each other at all.
