In addition, the Japanese goven- ment expressed complete willing- ness to engage in negotiations with Great Britain prior to the confer- enfe in order to facilitate the work of the parley itself. The Japanese attitude toward the provisional agreement between the Washing- tonand London governments, the note said, will be communicated to the British foreign office in the course of the discussions to precede the January conference. -The text of the note was in part as follows: "11. I have the honor to acknow- ledge the receipt of your note dated Oct. 7, informing me of a provision- and informal agreement reached between the prime minister and the American ambassador in London on the subject of naval disarma- menit to participate in a confer- ence which it is proposed to sum- mon in London, to consider the cat- egories of ships not covered by the Washington treaty, and to arrange for and deal with the questions covered by the second paragraph of article 21 of that treaty. "2. Having laid before my gov- ernment the contents of your note under acknowledgement, I am de- sred to state in reply that the Jap- anese, government are happy to signify their entire concurrence in the ;desirability of the proposed conference, and are ready to 'ap- point representatives to take part in that conference "3. The Japanese government is further gratified to know of the willingness of the :British govern- ment to continue informal con- versations with me, as hitherto, on many points which may require elucidation.
