It is:nResolved, that the Senate of the United# States should adopt the Paris pactI without reservations. At the pres- ent time the Senate is considering the Kellogg treaty, and a group of Senators led by Jim Reed of Mis-1 souri are fighting for ratification only if an occompanying interpre- tation or reservation is adopted which sets forth the traditional at- titude maintained by the United States toward South America, an1 attitude expressed by the Monroe! doctrine.
