Heretofore Japan has drawn almost entirely on China and continental Europe for its juristic patterns. The purpose of the innovation was explained to be the democrat- ization of criminal procedure and the increase of popular confidence in courts by opening the way for greater public participation in criminal trial. The new jury law is limited in scope, and the inauguration of the new system followed a long period of study. The jury system law was passed by the diet nearly six years ago and promulgated in April, 1'923. In the intervening period many Japanese judges have visit- ed America and England to witness the use of jury trials. partment, is working with the Me- tropolitan Plan commission of Pittsburgh on one of the largest schemes for municipal federation plan, which will go before the vot- ers for ratification on November 6, that has ever been attempted. The involves the establishment of a me- tropolitan government under the name of the, City of Pittsburgh for1 the whole of Alleghany county, em- bracing 122 municipalities and 725 miles of territory. The distinquishing feature of the proposition is that it will preserve for the existing districts eighty- five per cent of their present func- tions. Each one of the 122 muni- cipalities, while surrendering the privilege of government in matters affecting the Metropolitan area as a whole, is guaranteed complete and permanent independence in the administration of local affairs. "The plan is very simple," said Professor Reed, "as it is merely an application of the federation prin- ciple to municipal government. It is analagous to our national or- ganization which has a centralized government at Washington, butj which preserves for the separate states the management of their affairs.") If adopted at the November elec- Lons, the plan will be a climax to twenty years of work on the part of Pittsburgh officials and the specialists whom they employed. It will be in the nature of a com- promise between two forces; on the one hand, the desire of the city o expand; and on the other, the wish of the neighboring towns and boroughs to maintain "home rule. The proposal which will increase the population of Pittsburgh from 670,000 to 1,500,000, by 1930 has at- tracked a great deal of attention all over the world. It is being adopted in Montreal and is being seriously considered in Cleveland, St. Louis, Newark, and Sidney, Aus- tralia.
