City mcml:)ers against those from the rural distrircts, appears to be the probable lineup on much of the proposed legislation, with enough independents who are prim ari- ly interested in the completion of the State's highway program rather than,, in the apportionment of revenue and expenses to swing the balance towardi the retention of the present statutes. Many 'country members favor a measure introduced by Rep. Fred It. Ming, of Cheboygan, proposing a three-cent gasoline tax, a revision of the weight schedule an.d an equal split between the counties aaid the State of the weight tax revenues. The League of Michigan 1Vunici1palities is on record as' favoring changes to compel the State to participate in the maintenance and construct ion of trunk lines in cities. There seems to be little likelihood that a majority of the fatner legisla- tors will vote for the cit y proposals. To do so -would he to divert money they believe is sorely nee ded for the completion of the cross-state trunk lines to the upkeep and building of city streets. The cost of looking after the trunk line routes across Detroit, for instance, would be enormous, they claim, and for the state to undertake such a task would be to seriously handicap the out-state improvement program. Proponents of the measures design.- ed .to benefit the cities are expectedeto take the position that unless the farm- ers support their measures they will not consider* the bills providing for a higher tax on gasoline, or a 50-50 split of the weight tax receipts.
